1. Skilled immigrants and international students will be the next priority entry group

The Prime Minister of Australia announced this week that Australia will lift the international travel ban in November. The first benefit is for Australian citizens and PR who have received two doses of the vaccine. Exit and entry are no longer restricted, and there is no longer a need to apply for exemption. After returning to Australia, they can be isolated at home for 7 days, and there will be an internationally recognized vaccination soon. Proof document (a globally readable QR CODE).

The Australian Drug Regulatory Authority, TGA, announced the recognition of Sinovac. The Prime Minister said that after PR and citizens return to Australia, receiving skilled immigrants and international students is a priority. This means that the two-dose fully vaccinated immigrant population will be able to take 7 days of home quarantine in the future, and there is no need to compulsory hotel quarantine. This paved the way for many international students and skilled immigrants to enter. Sinopharm has not been recognized this time, but it may be recognized in the next few weeks or months.

2. The new agricultural visa legislation comes into force

The legislation related to the new agricultural visa, Migration Amendment (Australian Agriculture Workers) Regulations has come into effect (modify the original 403 visa and add the new category of Australian Agricultural Worker stream).

The Department of Foreign Affairs and Trade (DFAT) will be responsible for negotiating agreements with different countries or regions, and only applicants from the countries/regions that have reached the agreement can participate. At present, it is the United Kingdom that is determined to reach an agreement first. Negotiations will continue, and more countries or regions will join in the future, and the list will be announced.

In addition to agriculture, skilled, semi-skilled, and low-skilled laborers who work in meat processing, fishery and forestry are all acceptable.

It is expected that a small number of applicants will arrive in Australia from December 2021 to March 2022, and they are applicants recruited by Approved Employers. After April 2022, the number of participating employers will be steadily increased, thereby increasing the number of participating applicants. The number of employers that can be recruited depends on the employer’s agreement, the agreement with the applicant’s country of origin, and the isolation situation in Australia, and is not fixed.

The visa is valid for 4 years and can stay in Australia for 7 months or 10 months during any 12-month period. Regarding the requirements for the transfer of PR, the government will announce between the end of 2021 and the beginning of 2022.
